Advances and challenges in the qualification of primary health care in Brazil: the role of e-SUS APS and the citizen's electronic health record

Abstract

The e-SUS Primary Health Care (e-SUS APS) and the Electronic Citizen Record (PEC) represent advances in the computerization of Primary Health Care in Brazil, seeking to integrate and qualify the care offered by Family Health teams. This study aimed to analyze the advances and challenges associated with the implementation of these tools, focusing on the modernization of work processes, improving the quality of care, and promoting comprehensive care. This is an Integrative Literature Review, conducted systematically, with a critical analysis of articles available in recognized databases such as SciELO and Google Scholar. The results showed that the PEC promotes continuity of care, facilitates public health planning, and integrates essential clinical information. However, structural and operational barriers, such as limited connectivity and lack of training, compromise its widespread adoption, especially in vulnerable regions. Despite this, technical improvements, such as integration with the National Health Data Network and the online scheduling functionality, reinforce its strategic role. It is concluded that e-SUS APS has transformative potential for improving Primary Care, provided that there are investments in infrastructure, training programs and collaborative actions that prioritize equity and innovation in the Unified Health System.
